Who is the NVR-104MH-C/4P for?

Any 1–4 camera IP system: a home, a small shop or office. Because it supports 8MP it won’t hold back higher-resolution cameras like the IPC-T289H-MU 4K turret, and it is the right recorder for 5MP models such as the IPC-T250H where the 4MP-limited D-series would downscale.
